If the 1981’s regularization mainly concerns working immigration, 1991’s was named as « exceptional » and aimed at “relief”, in relation to the increase of asylum seekers within the context of the fall of Berlin wall. Some years later, when Jospin’s government launches new rounds of regularizations in 1997 and 1998, not only work is put forward but also the existence of a family link.
